National Council membership connects you to a vibrant community of health care leaders and organizations dedicated to improving mental health and substance use treatment. Our members are organizations — not individuals — representing a diverse network of health care and management entities that provide mental health and/or substance use treatment and care services.
Our Member Community
With more than 3,100 member organizations serving millions of individuals and families nationwide, our members are at the forefront of advancing care, shaping policies and creating meaningful change. Combined, our member organizations support more than 10 million adults, children and families. Our members include:
- Community-based organizations providing a comprehensive array of mental health, substance use and social services.
- Private and state associations advocating for community-based treatment organizations.
- Hospitals offering mental health and substance use treatment services.
- County behavioral health departments and regional boards.
- Consumer-run programs empowering people with lived experience.
- Rehabilitation programs providing recovery-focused care.
- Residential providers supporting long-term treatment.
- Child welfare agencies addressing the mental health needs of vulnerable youth.

Our Membership Types
National Council membership is divided into three categories, each offering distinct benefits to support the diverse needs and goals of behavioral health organizations and agencies:
- 100% Association/State Membership: For membership-based associations or state agencies that convene mental health and substance use treatment and care providers and supporting organizations. All members of the association or state agency are automatically recognized as National Council members.
- Non-100% Association/State Membership: For associations or state agencies that join the National Council without providing full membership for their members or agencies. Only association or state staff and community board members receive National Council member benefits. Organizations or agencies within the non-100% Associations or State Agencies can join as Standalone Provider Members.
- Standalone Provider Membership: For organizations that directly provide mental health and/or substance use treatment and care services and align with the National Council’s mission and vision. Standalone Provider Members are typically in states without a 100% Association/State Membership or do not meet the criteria for full membership through their association.

Our Membership Dues
The National Council membership year runs from Oct. 1 to Sept. 30, with applications accepted year-round and prorated dues available. Below are our FY25 membership dues:
- 100% Association/State Members: Membership dues are paid by the association or state and are set annually by the National Council’s Board of Directors based on the state’s population.
- Non-100% Association/State Members: $7,136
- Standalone Provider Members: $5,240
